Thank you to those who joined this week’s AzHHA legislative update call. Please see the brief recap of broader legislative activity below.
The big picture
The legislature was extremely busy this week, as many bill sponsors were trying to get their priorities out of committee before today’s deadline to be heard in the opposite committee.
- Bills posted to date: 1,966
- Bills passed: 24
- Bills signed: 5
- Bills vetoed: 15
What we’re watching: Appropriations committee agendas
Why it matters
With a high volume of bills already introduced and committees beginning to meet, the next few weeks represent a critical window for hospitals and health systems to influence policy before positions harden. Early engagement helps avoid unintended operational, regulatory and financial impacts and strengthens AzHHA’s advocacy efforts.
What’s happening at the Legislature
Committee activity: Both held their final committee meeting for this legislative session.
House Health & Human Services Committee (HHS)
- Meets on Mondays at 2 p.m.
- 30 bills were heard on the agenda with a special start time of 9 a.m. and continuing well into the evening to get through every one of them.
- Radiation protection system bills:
- SB1118 (funding for rural hospitals for these devices) passed out of committee, but concerns remain that the funding is not linked to the underlying policy.
- SB1120 failed in committee with a 6-6 tie vote. Expect it to return in some form on another bill.
- SB1121 passed out of committee and AzHHA's position shifted to neutral with the most recent amendment adoption that removes the mandate.
- SB1628 passed out of committee unanimously.
Senate Health & Human Services Committee (HHS)
- Meets on Wednesdays at 9 a.m.
- 10 bills heard on the agenda this week.
- Many were regulatory focused bills with board continuations and membership.

AzHHA legislative priorities
Please be sure to review AzHHA’s priority bill list here, which is updated regularly as bills are introduced, amended and scheduled for hearings. Monitoring the list will help ensure your team is aligned with AzHHA’s advocacy positions and timely opportunities for engagement.
Looking ahead
Next week, only appropriations committees in both the House and Senate will meet, as they have been given an extra week to hear bills in their committees. Regarding the HHS committees, they have finished their regularly scheduled meetings for this session after today's bill deadline.
📅 Next legislative update: Starting next week, we will not host a Friday call because legislative activity typically slows, and we have no new information to share. Please be on the lookout for weekly legislative updates in our Connection newsletter, which will continue through the end of the session.
As we discussed, this is an election year, and the decisions made at the Capitol will directly affect hospitals, workforce stability and patient access across Arizona. The AzHHA PAC is how we ensure we have strong advocates on both sides of the aisle promoting our priorities.
