Governor Ducey Signs Opioid Trailer Bill by AzHHA

Last week, Governor Doug Ducey signed HB 2549, a “trailer bill” that clarifies a number of provisions included in the opioid special session bill that was approved earlier this year. After reviewing both bills there are major provisions that impact hospitals and healthcare practitioners including:

  1. Dosage and time limits for opioid prescriptions
  2. Required use of e-prescribing for opioids
  3. Health insurer prior authorization requirements (and limitations) for the diagnosis, management, and treatment of acute pain, chronic pain or opioid use disorder
  4. Quarterly reporting requirements for healthcare facilities that provide substance abuse treatment

AzHHA has provided a summary of the legislation for its members and is working with legal counsel to incorporate all new opioid prescribing and treatment requirements into a new edition of the Consent and Healthcare Information Resource Manual. Uniform Accounting Report Filings by AzHHA

All Arizona licensed hospitals are required to file an annual Uniform Accounting Report (UAR) with the Arizona Department of Health Services (ADHS). These reports are filed 150 days after the hospital’s fiscal year ends meaning that all hospitals with a December 31, 2017 year end will have to file before the end of May 2018.  The information in these reports is used by AHCCCS to compute Prop. 202 emergency department payments as well as used as a basis for the Change in Uncompensated Care and Hospital Profitability Report. Information on completing and submitting UAR’s can be found here

Point of Pride: Maricopa Integrated Health System by AzHHA

After an encounter with law enforcement and a few short stays in psychiatric facilities, Hudson Meek was referred to the First Episode Center, an outpatient center that is part of the Maricopa Integrated Health System. At the First Episode Center patients experience a new approach to mental healthcare. Care plans include medication but also therapy and help with getting back into school or work. Hudson Meek now visits the First Episode Center about once a month. He takes his medication, works and pursues his passion just like any other 20-year-old.
