Ruling says HHS online tracking “bulletins” are unlawful
On Thursday, June 20, 2024, a United States District Court Judge in Texas ruled in favor of the American Hospital Association, the Texas Hospital Association and hospital plaintiffs.
- The ruling states that the Department of Health and Human Services (HHS) “bulletins” that restrict healthcare providers from using standard third-party web technologies that capture IP addresses on portions of their public-facing webpages were unlawful final rules and vacating the March 2024 Revised Bulletin.
Why it matters: As a result of the decision, hospitals and healthcare systems will again be able to rely on these important technologies.
What’s next: It’s unclear if an appeal will occur in this case. Stay tuned for updates on further developments.

The 2024 Arizona Primary Election is on Tuesday, July 30, 2024.
Key dates for this election:

Wednesday, July 3, 2024: Early ballots mailed and early voting begins

Friday, July 19, 2024: Last day to request an early ballot

Tuesday, July 23, 2024: Last day to mail back your ballot
-
Friday, July 26, 2024: Last day to vote early in person
The big picture: All registered voters, including independents, may vote in the July 30 primary. Voters not affiliated with a party just need to request a ballot.

🚨Deadline extended: Cohort three Arizona Transition to Practice Program applications
The application deadline for the third Arizona Transition to Practice Program for New Graduate Registered Nurses cohort beginning in September 2024 has been extended to Friday, July 12, 2024.
The big picture:
- Any Arizona healthcare facility licensed by the Arizona Department of Health Services that hires new graduate registered nurses may apply.
- Priority is given to critical access hospitals or hospitals located in counties with a population of less than 500,000 people.
- Hospitals with existing 12-month Transition to Practice programs are not eligible.

The Arizona Coalition for Healthcare Emergency Response (AzCHER) will host a Healthcare Social Media Exercise from 9:30 a.m. to noon on Wednesday, Aug. 21, 2024.
Why it matters: This exercise is virtual and aims to enhance your ability to:
- Implement social listening to gauge the public’s perception of incident response and recovery efforts.
- Deliver credible and actionable messages to inform the public through social media platforms in response to a catastrophic incident.
This exercise scenario is designed with a focus on hospitals, and we strongly encourage their participation. Additionally, we welcome and encourage participation from our Public Health partners.
