The Arizona Department of Health Services (ADHS) has recently initiated two rulemakings impacting hospitals and health systems. The first rule-making updates regulations governing Medical Direction and Base Hospitals. A stakeholder meeting was held August 27th to review draft rules, with the next meeting scheduled September 17th at the Department of Health Services. The draft rules address various concerns that stakeholders have raised over the past few years, including issues related to:

  • Medical director qualifications

  • Security of controlled substances

  • Information sharing upon patient transfer of care

Comments on the draft rules can be submitted prior to September 30th through the ADHS rules portal.

The second rulemaking conforms licensure regulations to Laws 2017, Ch. 122. This legislation eliminates renewal licensure for healthcare institutions, thus requiring ADHS to implement a perpetual license process. ADHS has posted information about the draft rules on their website. They will hold the first stakeholder meeting for medical facilities on October 1st.
