AHCCCS Requests Public Comment on Housing and Integration Projects


AHCCCS seeks waiver and expenditure authority from the Centers for Medicare and Medicaid Services (CMS) on two waiver demonstration projects.

The AHCCCS Housing and Health Opportunities (H2O) demonstration seeks to enhance and expand housing services and interventions for AHCCCS members who are homeless or at risk of becoming homeless. With this waiver approval, AHCCCS will work to:

Although the Home and Community Based programmatic changes were due to expire March 12, 2021, the Centers for Medicare and Medicaid Services (CMS) has issued assurance that the authority to continue these changes (known as Appendix K) will be extended for Arizona at least until the PHE ends.

A formal approval of Arizona's Appendix K extension will be posted on the AHCCCS website upon receipt, and, in the interim, all Appendix K flexibilities will be continued.

The Targeted Investments Program 2.0 waiver demonstration request, submitted to CMS in December 2020, will continue the Targeted Investments Program (now due to expire in September) from 2021 through 2026, sustaining the integration efforts of current participants and expanding integration opportunities to new providers. The TI Program 2.0 will work to provide whole person care more comprehensively across the Medicaid delivery system.

AHCCCS is accepting public comment through May 3, 2021 on these proposed projects. The public is invited to attend online public forum webinars on March 31, 1:00 to 3:00 p.m. and April 8, 2:00 to 4:00 p.m. Comments can also be submitted by email to waiverpublicinput@azahcccs.gov.
