With OBBB on the books, Congress races to pass rescissions package by July 18
After Congressional Republicans and the President celebrated the passage of the One Big Beautiful Bill Act (OBBB) last week, AzHHA marked the setback as a bill that goes too far. Now, Congress turns to the time-sensitive task of passing the President’s rescissions package by Friday, July 18, 2025.
Why it matters: The rescissions bill was drafted by the White House budget office and intends to cut $9.4 billion in spending that was earlier approved by Congress.
Friday, July 18, 2025 is not a self-imposed deadline; the package will permanently expire if the bill is not enacted by that date.
The House approved the package onThursday, June 12, 2025, by a narrow vote (214–212), putting the focus now on the Senate.
The main spending cuts in the bill are to foreign aid (approximately $8.3 billion in cuts) and to public broadcasting (approximately $1.1 billion in cuts).
Included is a $400 million rescission from the President’s Emergency Plan for AIDS Relief (PEPFAR) as well as $500 million in cuts to global health programs funding maternal and child health and infectious disease programs.
Several GOP moderates, including Senate Appropriations Chair Susan Collins, are strongly opposed to those healthcare cuts.
Other GOP Senators such as Sen. Mike Rounds are particularly concerned with how cuts to public radio funding will impact rural areas, especially with regards to emergency messages.
What's next: While Congress is currently focused on the rescissions package, it also needs to prepare FY 2026’s budget and annual appropriations bills.
With FY 2025 funded only through a continuing resolution ending Tuesday, Sept. 30 2025, Congress must pass a new budget – or another continuing resolution – before the next fiscal year begins on Wednesday, Oct. 1, 2025.
