Update on Arizona ground ambulance rulemaking process
What’s new: On Monday, Sept. 18, the Arizona Department of Health Services (ADHS) announced that a Notice of Proposed Rulemaking for Ground Ambulance Rules has been filed with the Secretary of State and published in the Arizona Administrative Register.
Go deeper: For more information about this rulemaking, visit this page on the ADHS website.
ADHS has also convened the Behavioral Health Alternate Destination Workgroup.

What’s new: The Arizona Department of Health Services (ADHS) recently finalized an expedited trauma system rulemaking. The rulemaking is an outcome of the statutory five-year rules review process.
The changes include:
- correcting cross-references and grammatical errors,
- including a mechanism to address delayed scheduling of reviews or other issues related to designation arising from entities other than a trauma center,
- moving existing requirements to make the rules clearer, and
- removing or revising requirements that the Department deemed unnecessary.
Stakeholders, including AzHHA members, commented on several versions of the draft rules this spring. ADHS incorporated several requested clarifications into the final rule, which became effective Wednesday, Sept. 6, 2023.
